Rancho Cordova/Folsom Bus Case

At the beginning of the school year In August of 2012, our client, a 10 year old special needs child, was sexually abused multiple times over a period of weeks by other children on a Folsom Cordova Unified School District Bus.

The incidents were discovered only because one of the children set off the fire extinguisher in the bus and the video from the bus was reviewed by the school district. When it was, these horrible incidents came to light.

We have learned from forensic experts in the field of sexual assault on special needs victims that the victims don’t often disclose what happened to them. In some cases they cannot tell anyone because they don’t speak. The assaults are typically only discovered by physical evidence such as video, pregnancy, semen on clothing etc.

Here the School District did not regularly review the videos from their special needs busses. We believe that had the fire extinguisher not been set off, these assaults might still be going on. It is possible they had been going on for a long time.

Among you there may be parents whose children were witnesses to these horrific events, or who witnessed other similar events that took place before this one on Folsom Cordova Unified busses.

Perhaps your children or those you know have been exhibiting startling behavior changes, including sexual acting out, tearing of underwear, unusual aggression or defiance. Those behaviors may be caused by sexual assaults.

Maybe you know special needs children who have been the victim of physical aggression on FCUSD busses, perhaps because restraints, seat belts or other safety equipment was not being used.
